Pho Hoa Hiep has become my default pho joint in San Diego. It's located at the back of the strip mall in Linda Vista where the Vien Dong supermarket is. Don't confuse it with Pho Hoa, which is in the same shopping center (and incidentally makes pretty good pho).
The broth is very clean, light, and balanced. And I love the texture of the meat. I hate going to pho places and chawing at the bits of tendon. This has never been a problem here; the meat and tendon are very tender.
I've also had an excellent Bun Bo Hue here. The first time I tried it here, it was good, but the broth was on the light side for me. Recently, I went and the broth was a lot beefier and spicier. I added a blob of shrimp paste and chili oil, and I was in BBH heaven. Again the beef, and chunks of pork foot were very tender. This was one of the best bowls of Bun Bo Hue I've had in SD.
They also have the usual assortment of bun, rice dishes, and grilled items -- all the ones I've tried have been great.

"Between Convoy Noodle House and Pho Hoa Hiep; I'd say it's a wash. If you'd like to see what Bun Bo Hue in Vietnam looks like; Noodlepie has an example on his wonderful Blogsite that looks nothing like any bowl of Bun Bo Hue I've ever had...."
